Summary
The National Assessment of Progress in Education (NAPE) is administered by the Uganda National Examinations Board. The NAPE assesses grade 3 and grade 6 (ISCED 1) students since 1996, and started assessing grade 9 (ISCED 2) students in 2008. It targets students in public and private schools.The NAPE is a low-stake assessment, administered in two ways:
- A minor assessment is administered every year. It is comprised of written tests only.
- A major assessment is administered every 3 years. In addition to written tests, it includes a reading component in local languages and in English, and the collection of background information for analysis.
All test-takers are presented with the same cognitive booklets or tests, which are aligned with the national curriculum of each targeted grade.
The NAPE serves the following purposes:
- supporting teachers (training, relevant materials, etc.)
- school or educator accountability
- sub-national level monitoring of learning outcomes
- monitoring education quality levels
- planning education policy reforms
The NAPE accommodates students with special needs, by providing the following arrangements:
- Hearing impairment: additional time, support staff, sign language interpreters
- Visual impairment: braille
However, only students who are enrolled in schools for children or youth with disabilities are assessed. Students with special needs who are enrolled in regular schools are not included in the assessment.
Random sample
Results are reported at the sub-national and national levels. Data are disaggregated by age, sex, geographic location (urban and rural), major cities and type of school (public and private).
Results are published in reports, which are available in print and online. Results are broadcasted on the radio, and published in the media.
Scope
The National Assessment of Progress in Education comprises two tests for grade 3 and grade 6 students, and three tests for grade 9 students. All tests are administered in English. The subjects and the duration of each test are listed below:Grade 3:
- Literacy, 90 minutes
- Numeracy, 90 minutes
Grade 6:
- Literacy, 120 minutes
- Numeracy, 120 minutes
Grade 9:
- Biology, 135 minutes
- English language, 135 minutes
- Mathematics, 135 minutes
Description of test items: Test items consist of multiple choice questions with three or more response options, open-ended questions requiring short constructed responses and essay writing.
Description of stimuli: Test stimuli consist of continuous, non-continuous, and mixed texts.
Reporting metrics: Student performance is reported by proficiency levels. The three proficiency levels are defined as follows:
- Advanced level: the student demonstrates complete mastery of the subject matter
- Adequate level: the student demonstrates competence in the subject matter
- Basic level: the student demonstrates the ability to understand only elementary concepts and skills
The minimum requirement to meet the national standard is the "Adequate level".
Coverage
