Summary
The National Assessment at Form III has been administered annually since 2010 by the Mauritius Examinations Syndicate to grade 9 (ISCED 2) or Form 3 students in general education programmes in public and private schools. In 2010, the National Assessment at Form III was administered on a pilot basis to 33 secondary schools; in 2011 to 139 secondary schools; and in 2012 to 155 secondary schools. Since 2013, in line with the implementation of the Government Education Programme 2012-2015,the National Assessment at Form III has been administered in all secondary schools of Mauritius main island, Rodrigues and Agalega.
As part of the nine year schooling project, an upcoming education system reform, the nature and purpose of this national assessment may change into an examination in the near future.
The National Assessment at Form III is presently a low stake assessment. It is administered to all students, but its results does not affect promotion to grade 10.
The National Assessment at Form III is a written assessment, administered face-to-face and delivered through paper-pencil tests. All test-takers are presented with the same cognitive booklets or tests, which are aligned with the national curriculum. Marking is done at the level of the school.
This assessment serves the following purposes:
- supporting teachers (training, relevant materials, etc.)
- school or educator accountability
- sub-national level monitoring of learning outcomes
- monitoring education quality levels
- planning education policy reforms
The National Assessment at Form III accommodates students with special needs, by providing the following arrangements:
- Hearing impairment: provision of reader; additional time
- Deaf blindness: provision of reader and writer; test materials in braille
- Physical disability: provision of reader and writer; additional time; separate examination room
- Emotional disturbance: separate examination room
- Visual impairment: test materials in large fonts; additional time
- Language impairment: provision of reader; additional time
- Accident, injury or severe illness: provision of reader and writer; additional time; separate examination room
Census (all students at the given grades or ages)
Results are reported at the student, school, local, sub-national, national and international levels. Data are disaggregated by sex and type of schools (public and private).
Results are published in reports, which are available in print and online. A database is also accessible online.
Scope
The National Assessment at Form III comprises seven mandatory subjects administered in English, except for the French language test. These subjects and the components of each test are listed below:- Biology: Knowledge and understanding 60%, Handling information and Problem solving 30%, Scientific investigation 10%
- Chemistry: Knowledge and understanding 60%, Handling information and Problem solving 30%, Scientific investigation 10%
- Computer Studies/Literacy: Content knowledge 55%, Computer skills 45%
- English: Reading 40%, Writing/Grammar 60%
- French: Reading 40%, Writing/Grammar 60%
- Mathematics: Knowledge and understanding 70%, Problem solving 30%
- Physics: Knowledge and understanding 60%, Handling information and Problem solving 30%, Scientific investigation 10%
All tests have a duration of 105 minutes, with the exception of the Chemistry, Physics and Biology tests which each have a duration of 60 minutes.
Description of test items: Test items consist of multiple choice questions with three or more response options, open-ended questions requiring short constructed responses and essay writing.
Description of stimuli: Test stimuli consist of continuous, non-continuous, mixed and multiple texts.
Reporting metrics: Student performance is reported by average score. The minimum requirement to meet the national standard is a score of 40%
