Summary
The Programme Pilote de Primes à la Performance pour Enseignants et Évaluation d'Impact is administered by the Service National de Coordination des Évaluations du Système Éducatif (SNCESE), Ministère de l'Enseignement pré-universitaire et et de l'Alphabétisation to grade 2 (ISCED 1), grade 3 (ISCED 1) and grade 4 (ISCED 1) students in public schools. The program consists of a three-school years longitudinal study. It comprises two parts: an assessment administered to students, and an assessment of teachers. The teacher assessment is carried out by the Inspection Générale de l'Éducation.The first year (school years of 2011-2012), grade 2, 3 and 4 students were assessed in order to establish a baseline. The second year (2012-2013), grade 2, 3 and 4 students were assessed to determine the progress of their performance, and to grant a premium to performing teachers. Only grade 3 and 4 students were assessed during the third year (2013-2014) to measure the impact of the premium.
The Programme Pilote de Primes à la Performance pour Enseignants et Évaluation d'Impact is low-stake for students.
Student assessment is carried out twice a year; at the beginning and at the end of the school year. The assessment is administered face-to-face and delivered through paper-pencil tests. Test-takers are presented with one of three cognitive booklets, which are aligned with the national curriculum. For each grade assessed, there are three types of cognitive booklets. Students sitting side by side receive different test booklets. They are calibrated to cover the same cognitive domains with the same level of difficulties. Anchor items are used to bring all results on the same scale. These booklets also differ from a year to another, but always include anchor items to the results of all three years of assessment on the same scale.
The Programme Pilote de Primes à la Performance pour Enseignants et Évaluation d'Impact is mainly used to evaluate teaching methods and their added value in the student performance.
Random sample
Results will be reported at the student, class, school, sub-national and national levels. Data will be disaggregated by geographic location (urban and rural).
Since the program is in progress, the results have not been published yet. Results are expected to be published in 2016.
Scope
The Programme Pilote de Primes à la Performance pour Enseignants et Évaluation d'Impact comprises a French language test and a Calculation test. Each test is administered in French.The duration of the tests for each grade assessed are listed below:
- Grade 2 : French language 35 minutes ; Calculation 67 minutes
- Grade 3 : French language 69 minutes ; Calculation 97 minutes
- Grade 4 : French language 75 minutes ; Calculation 48 minutes
Description of test items: Test items consist of open-ended questions requiring short constructed responses .
Description of stimuli: Test stimuli consist of continuous and non-continuous texts.
Since the results are not yet published, there is no information available on the reporting metric of student performance.
