Summary
The National Education Assessment (NEA) is administered by the Assessment and Monitoring Division, Bhutan Council For School Examinations and Assessment (BCSEA) to grade 6 (ISCED 1) and grade 10 (ISCED 2) students in general education programmes in public and private schools. The NEA was administered to grade 6 students in 2003, 2005 and 2011. In 2011, the NEA used the same instruments as 2003 to allow comparison of the benchmark achieved in 2003 against that of 2011. The student population was thus different but the instruments used were common.
The NEA was administered to grade 10 students in 2007, 2013 and 2015.
The NEA is a low-stake assessment. The NEA is a written examination, administered face-to-face and delivered through paper-pencil tests. All test-takers are presented with cognitive booklets or tests, which are based on different learning objectives and aligned with the national curriculum.
The NEA serves the following purposes:
- supporting teachers (training, relevant materials, etc.)
- school or educator accountability
- sub-national level monitoring of learning outcomes
- monitoring education quality levels
- planning education policy reforms
- monitoring the impact of a particular educational program
Random sample
Results are reported at the school, local and national levels. Data are disaggregated by sex, geographic location (urban and rural) and type of schools (public and private).
Results are published in reports, which are available in print and online.
Scope
In 2003 and 2011, the National Education Assessment (NEA) administered to grade 6 students comprised of two mandatory subjects. Aministered in English, these subjects and the duration of each test are listed below:- English language, 90 minutes
- Mathematics, 90 minutes
In 2005, the mandatory subject administered to grade 6 students was Dzongkha language.
In 2007 and 2013, the National Education Assessment (NEA) administered to grade 10 students comprised of the same subjects: English language and Mathematics. In 2015, the mandatory subject administered to grade 6 students will be Dzongkha language.
Description of test items: Test items consist of multiple choice questions with three or more response options, open-ended questions requiring short constructed responses and essay writing.
Description of stimuli: Test stimuli consist of continuous, non-continuous, mixed and multiple texts.
Reporting metrics: Student performance is reported by the percentage of correct items or questions answered. The minimum requirement to meet the national standard is a score of 35%.
